The German Journal &#8216;Brandeins&#8217; has done a &#8216;follow-up&#8217; article on the BIG pilot project. The article provides a short background and sums up the positive results of the BIG pilot project. It also highlights the decision of the BIG Coalition to continue with the Bridging Allowance for the people in Otjivero, but also reports about the financial challenges the project faces currently and the urgency of a new fundraising campaign. <p><span title="">Hier wordt uitgevoerd, wat in het Westen als een aantrekkelijke theorie opnieuw en opnieuw&nbsp;besproken wordt&nbsp;<span title="">en toch &nbsp;theorie&nbsp;blijft<span title="">.&nbsp;</span><span title="">De nederzetting Otjivero, ongeveer 110 kilometer ten noordoosten van de hoofdstad Windhoek, stelt een micro-Namibi&euml;, een micro-Afrika, een micro-wereld voor.&nbsp;</span><span title="">Weg van de toeristische gebieden, behoren de bewoners van Otjivero tot tweederde van de Namibische bevolking, die voorheen op minder dan een dollar per dag leefden.&nbsp;</span><span title="">Een perfecte plek dus om te testen of en hoe de wereld rechtvaardiger te maken valt.</span></span></span></p>
<p><span title=""><span title="">Het project loopt sinds 2008 en heeft vele critici, waaronder het Internationaal Monetair Fonds (IMF).&nbsp;</span><span title="">Maar de successen zijn duidelijk.</span></span></p>

<div>Windhoek &ndash; Es sei zu begr&uuml;&szlig;en, dass das Staatsoberhaupt &bdquo;endlich sein Schweigen zu BIG gebrochen hat&ldquo;. &bdquo;Trotzdemsind wir gleichzeitig schockiert und entt&auml;uscht von den &Auml;u&szlig;erungen des Pr&auml;sidenten&ldquo;, erkl&auml;rte Bischof Zephania Kameeta,Vorsitzender der BIG-Koalition, am Mittwoch in Windhoek. Diese &Auml;u&szlig;erung sei eine Verletzung der Armen undArbeitslosen, f&uuml;gte er hinzu. Pohamba hatte vor kurzem die landesweite Auszahlung von BIG (ohne Gegenleistung)abgelehnt, weil dies die Menschen zum Nichtstun animieren w&uuml;rde und es zugleich ein Ausnutzen der Menschen sei, diearbeiten w&uuml;rden (AZ berichtete).</div>

<div>Nach Ansicht der BIG-Koalition ist das Grundeinkommen die einzige M&ouml;glichkeit, den dr&auml;ngenden HerausforderungenNamibias effektiv zu begegnen. Dazu z&auml;hlte man die Arbeitslosenquote (&uuml;ber 50%), die h&ouml;chsten Einkommensunterschiede weltweit, die Unterern&auml;hrung von Kindern unter f&uuml;nf Jahren (24%), die steigende Zahl derSchulabbr&uuml;che sowie nicht erreichten Abschl&uuml;sse der Klassen 10 und 12 sowie die wachsende Landflucht durch&bdquo;verzweifelte Arme vom Land&ldquo; auf. &Uuml;berdies verweist die BIG-Koalition auf die Erfolge in dem Dorf Otjivero/Omitara, wodas Grundeinkommen (100 N$ pro Monat und Person) im Rahmen eines Pilotprojekts zwei Jahre lang ausgezahlt wurde.Dort seien Arbeitslosigkeit, Unterern&auml;hrung und Schulabbr&uuml;che deutlich gesunken sowie die Gr&uuml;ndung vonKleinstunternehmen enorm gestiegen (um 300%). &bdquo;Die Leute haben ihre menschliche W&uuml;rde wiederbekommen. Ist dasnicht Grund genug f&uuml;r eine schnelle Einf&uuml;hrung von BIG?&ldquo;, fragte Kameeta. Und weiter: &bdquo;Werden die Ressourcen diesesLandes nur f&uuml;r die reiche Elite und auf Kosten der Armen und Arbeitslosen genutzt?&ldquo;</div>

<div>Der Bischof erkl&auml;rte, dass man weiterhin &bdquo;f&uuml;r eine landesweite Einf&uuml;hrung von BIG als Sache der Dringlichkeit&ldquo; werbenw&uuml;rde. Er schlug &uuml;berdies vor, dass der Pr&auml;sident ein Beratungsforum gr&uuml;ndet, das sich aus Vertretern von Zentralbank,Nationaler Planungskommission, Finanzministerium und BIG-Koalition zusammensetzt. 			<content:encoded><![CDATA[<p>At Wednesday&#39;s press conference Bishop Dr. Z. Kameeta called on President Pohamba to establish a consultative forum on the national introduction of a Basic Income Grant. He recommended that the Bank of Namibia, the Finance Ministry, the National Planning Commission, the NAMTAX members and the BIG Coalition should be called together and in a three month process seriously discuss the BIG based on the experience of the Otjivero-Omitara community. Bishop Kameeta said that the recent remarks rejecting the BIG proposal by the President are not helpful and are in fact an insult to the poor.</p>

<div>The coalition of the Basic Income Grant (BIG) welcomes that the President of the Republic of Namibia has finally broken his silence on the BIG. We however, are equally shocked and disappointed by the remarks of the President. The poor and the unemployed, who make out half of the Namibian population, still cannot believe that President Pohamba said, &quot;We can&#39;t dish out money for free to people who do nothing.&quot;It implies that the poor and unemployed are to be blamed for the situation as if they arethe cause of poverty and unemployment&nbsp;</div>

<div><strong>Namibia from 1990 to 2010</strong></div>
<div>&nbsp;</div>
<div>Unemployment drastically increased to over 50%, the highest income inequality in theworld. 24% of children under the age of &nbsp;5 are underweight and 9% are &#39;wasted&#39;, increasing dropouts and failure rates, especially of grades 10 and 12, growing influx of desperate rural poor to already highly indebted villages and towns</div>

<div><strong>Otjivero 2008 to 2009</strong></div>

<div>Unemployment rate dropped from 60% to 40%, food poverty dropped from 72% to 16%, self- employment increased by 300%, school dropout rates reduced from almost 40% to 0%, child rnalnutrition dropped from 42% to 70%, development of a localeconomy and very important the people regained their human dignity. Is that not reason enough for the speedy implementation of the BIG?</div>

<div>Are the resources of this country only to be used by the rich elite at the expense of the poor and the unemployed? Is asking for little seed money exploitation? Is it expected that the poor can break away from poverty without any economic empowerment? Can you expect that the poor can build something from nothing? Can you expect people tomake a living in the absence of any viable local economy, especially in rural areas?</div>
<div>&nbsp;</div>
<div>Is it a priority to buy luxurious cars costing millions of dollars, while hunger anddestitution is increasing at such a high rate? This is really an insult to the poor and uremployed of this country. It is an insult to the young men and women who go without food and come every moming until the evening to the traffic lights looking for jobs.They are notlazy, they are hunting for jobs but don&#39;t find them because there are no job opportunities. It is an insult to every student who on an empty stomach is trying tostudy. It is an insult to every woman, getting up early in the morning trying to feed her family.</div>
<div>&nbsp;</div>
<div>The pilot project has proven that local economic development, creating job and business opportunities, is possible through a basic income. The BIG in Otjivero has broken the vicious cycle of poverty and empowered people to partake in the economy. It is very much important that the President engages with the people directly, especially with theNamibian citizens in Otiivero.</div>
<div>&nbsp;</div>
<div>As in the past the BIG Coalition remains committed to the just cause of the poor and unemployed, especially the youth. We will continue .to engage government constructively and advocate for the national implementation as of the Basic Income Grant a matter of urgency.</div>
